Local tradition holds that Kato Kiyomasa disliked the old character for “kuma,” which carries connotations of a hidden, overshadowed place unfit for a warlord's stronghold, and chose the bolder character for “bear” instead. This is a locally told origin story rather than a motive recorded in an official document, so treat it as folklore rather than settled history.
Who first called Kumamoto the “Forest Capital”?
Well before the 1972 declaration, the novelist Natsume Soseki is said to have remarked that Kumamoto looked like a “forest capital” after arriving to teach at the predecessor of today's Kumamoto University, and the phrase was later written into the city's 1930 anthem. The 1972 council resolution simply made an already-loved nickname official policy.
