A Choshu militia formed in Shimonoseki in the sixth month of 1863 by Takasugi Shinsaku, backed by the shipping wholesaler Shiraishi Shoichiro. Anyone with the will to fight could join, not only samurai but also farmers and townspeople. It was formed just after Choshu's painful defeat by American and French ships, and many other units followed.
