Tenka-bushintenka-bushin
Also known as: 天下普請・tenka-fushin・domain lord construction levy
A system used by the Tokugawa shogunate to conscript feudal lords across Japan to fund and labour on large-scale public works — especially castle construction — at their own expense. Nagoya Castle was a prime example, with western lords including Katō Kiyomasa mobilised for its construction, simultaneously draining their resources and demonstrating shogunal authority.
