The finance-and-warehousing operation the Choshu domain set up in Shimonoseki during the Tenpo reforms aimed at the trading ships passing through. Alongside the Kokusankata, which pooled local products for profit in Osaka, it symbolized the domain’s turn toward earning income from outside its borders.
